Sheriff Thomas J. Dougherty reports the arrest of a Steuben County resident on felony bail jumping, and felony drug charges following investigations by the Sheriff’s Office.

On March 4th, 2023 members of the Sheriff’s Office arrested 43 year-old Jessica A. Feely of Wayland, NY. Feely was taken into custody with the assistance of the Monroe County Sheriff’s Office on an active felony bench warrant for bail jumping. Feely was extradited back to Livingston County from Monroe County on the Felony Bail Jumping warrant, after she failed
to appear in the Village of Lima Court on felony DWI charges throughout the latter half of 2022.
Feely was transported to the Livingston County Jail where she was turned over to Central Booking Deputies for processing and pre-arraignment detention until her arraignment in Livingston County CAP Court. While being booked in by Central Booking Deputies, it was discovered that Feely had entered the Livingston County Jail with cocaine in her pant leg. Feely was then additionally charged with Felony Promoting Prison Contraband in the First Degree, and misdemeanor Criminal Possession of a Controlled Substance in the Seventh Degree.
The District Attorney’s Office was contacted in regards to bail due to the felony level charges. It was recommended Feely be held on $2,500 cash or $5,000 bond on the Bail Jumping arrest. Feely was later arraigned in Livingston County CAP Court by Lima Justice Schwing on the warrant and additional felony
charges. The Judge did release Feely on her own recognizance to report back to court at a later date and Deputies set her free.
The Livingston County Public Defender’s Office was present and represented Feely at the court arraignment for her defense. The Livingston County District Attorney’s Office was notified but did not appear to represent the People.
The investigations were handled by members of the Police Services Bureau and Correctional Services Bureau.
