SPRINGWATER: Sheriff Thomas J. Dougherty reports the arrest of a Wayland NY resident after a motor vehicle crash investigation by the Sheriff’s Office. On February 13, 2019 at approximately 3:30 am, Sheriff’s Deputies were called to Indian Valley Road in the Town of Springwater to investigate a motor vehicle crash of a small passenger bus. Upon arriving at the scene, it was determined by the Sheriff Deputies that the vehicle had been stolen from Wayland NY and that the operator had fled the scene.

Troopers assigned to SP Wayland met with the owner of the vehicle in Wayland (Steuben County) and began an investigation into the theft of the bus. Through their investigation 17 year old Sabastian E. Harvey was developed as a suspect. The investigating Trooper relayed the information to Sheriff’s Deputies who in turn did coordinate a joint investigation.
As a result of the investigation Harvey was arrested and charged by Sheriff’s Deputies with felony Criminal Possession of Stolen Property in the 4th Degree, along with numerous violations of the Vehicle and Traffic Law including Unlicensed Operation of a Motor Vehicle,
Operating a Motor Vehicle without Insurance, Operating an Unregistered Motor Vehicle, and Operating an Uninspected Motor Vehicle.
The Troopers also filed charges on Harvey for the actual theft of the vehicle in Wayland. Harvey was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention on the charges occurring in Livingston County. The
District Attorney’s Office was contacted in regards to bail due to the felony level charge. It was recommended that Harvey be held on $2,500 cash bail or $5,000 bond.
Harvey was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Caledonia Justice Mark Riggi. The Judge remanded Harvey to the custody of the Sheriff on the recommended bail of $2,500 cash bail or
$5,000 bond.
