SPRINGWATER: Sheriff Thomas J. Dougherty reports the arrest of two (2) Monroe County women on drug related charges after a traffic stop. On May 3, 2019 at approximately 2:15 pm, Deputy Shawn Whitford stopped a vehicle in North Main Street in Springwater for a violation of the NYS Vehicle and Traffic Law.
The driver of the vehicle was identified as 25 year old Nishala S. Flowers of Rochester NY and a passenger in the vehicle as 32 year old Avirn Parnell also of Rochester NY. During the course of the traffic stop, the Deputy Sheriff smelled the odor of marijuana emanating from inside the vehicle and initiated a roadside drug investigation. The investigation revealed that Flowers was in possession of marijuana and Parnell was in possession of concentrated cannabis.
Flowers was issued an appearance ticket for Unlawful Possession. Flowers will answer to the charges in the Town of Springwater Court at a later date. Parnell was arrested and charged with Criminal Possession of a Controlled Substance in the 7th Degree and was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention.
Parnell was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of North Dansville Justice David Werth. The Judge remanded Parnell to the custody of the Sheriff on $200 cash bail or $400 bond.
