MOUNT MORRIS – A local judge dismissed the case against a former Mount Morris police officer in the interest of justice. Attorney Robert King confirmed that Mount Morris Justice James LaPiana ruled that the sole count of misdemeanor Endangering the Welfare of a Child against David Skinner, 30, should no longer be prosecuted.
