LIVINGSTON COUNTY — An Avon foster parent with a 2006 conviction for Sex Abuse now finds himself charged with Raping another minor. Richard Cassada, 60, is now sitting in a Livingston County Jail cell on $25,000 bail after being charged with the rape of a female under the age of 17.
