On October 27, 2020, at approximately 1:02 a.m., the State Police attempted to stop a stolen motor vehicle that was wanted in connection to a burglary from the Waterloo Outlets. Troopers on the NYS Thruway attempted to pull the vehicle over, but the operator refused to comply and attempted to flee. The operator exited the NYS Thruway at exit 45, (Victor), and additional Troopers again attempted to stop the stolen vehicle.
The operator again, failed to comply and fled from State Police heading westbound on I-490 and then traveled northbound on I-590.
The operator, later identified as Reginald Hampton, age 26, from Rochester lost control of the stolen vehicle at I-590 and the Empire Boulevard Exit, causing the vehicle to overturn several times. Hampton attempted to flee on foot, but was taken into custody by Troopers.
The passenger, Carlos Lozada-Ferrer, age 18, from Rochester was taken into custody after being removed from the vehicle.
Hampton is also a Parole Absconder and is wanted by NYS Parole. Hampton was charged with Criminal Possession of Stolen Property and Unlawful Fleeing and committed to jail on the Parole Warrant. Lozada-Ferrer was charged with Criminal Possession of Stolen Property and turned over to the Seneca County Sheriff’s Department to face additional charges.
