State Police arrest an Elmira resident for Burglary 2nd and Grand Larceny 3rd.

 

On Wednesday, July 12, 2023, the New York State Police out of SP Horseheads arrested Richard L. Fernandez, age 38, from Elmira, NY, for Burglary 2nd (C Felony) and Grand Larceny 3rd (D Felony) stemming from an investigation that occurred at the Achievement Center, located on Ridge Road in the town of Horseheads. Fernandez is alleged to have unlawfully entered the establishment, obtain a set of car keys, and subsequently stole a 2019 Mitsubishi Outlander from the property. The vehicle was recovered as a result of this investigation.

Fernandez was arraigned in the Town of Horseheads Court and was remanded to Chemung County Jail on $25,000 cash bail or $50,000 bond, pending further court action. The Elmira City Police Department assisted the New York State Police with this investigation.
