LIVINGSTON COUNTY – The Sheriff’s Office has arrested another registered sex offender alleged to be in violation of his SORA obligations following an investigation by Sheriff’s Investigator Dan Rittenhouse into his Facebook account.
According to a press release from Livingston County Sheriff Thomas Dougherty’s Office, Robert DeCarr, 25, of Nunda, has been arrested for violating the New York State Sex Offender Registry Act (SORA). He is charged with Duty to Register and to Verify, a class E felony, for allegedly failing to register his new Facebook account with the Sheriff’s Office.
It is alleged that DeCarr had a Facebook account along with an e-mail address that was not registered with the New York State Sex Offender Registry. Sex offenders are required to let the registry know of any internet accounts within 10 days of their creation, along with any internet identifiers used by the sex offender.
According to criminaljustice.ny.gov, DeCarr was convicted of Sexual Abuse 1st, Contact by Forcible Compulsion, in 2013. The victim in that case was an 11 year old girl. DeCarr was sentenced to 6 months in Livingston County Jail and 10 years probation, and had to register with SORA as a sex offender.
The investigation and arrest were handled by Investigator Dan Rittenhouse. DeCarr was arraigned in Geneseo Village Court before Village Justice Bushnell and remanded to the care and custody of the Livingston County Sheriff. DeCarr is currently being housed in the Livingston County Jail.
