RICHMOND ZBA DISCUSSES MAIN ST. SOLAR FARM
At their Oct. 15 meeting the Zoning Board of Appeals discussed the Abundant Solar Project which is being proposed for behind houses on Main St, Honeoye.
There will be a public information meeting on Tuesday, Oct. 22 where the public and the Zoning Board of Appeals can ask questions of the solar farm developers. The meeting is at 7 p.m. at the Richmond Town Hall.
The proposed solar farm has drawn some controversy because it is located behind homes on Main St., in what has been farm fields. The parcel is about 72 acres, with the initial solar farm sized at about 44 acres, surrounded by an 8 foot high chain link fence.
Some board members questioned if the location of the solar farm is a good one. The parcel is zoned light residential, which allows professional offices. “I think this might be the wrong place to be doing this,” commented ZBA member Jared Ransom. “That’s one of the few places we can expand our residential areas.”
Chairman John Morsheimer agreed. “If you tie up with a project of that nature, is this what we want to do? Should we rezone it for future? There are aging people who don’t want to leave Honeoye, but there is really no place to go……once we make this a solar farm, that’s all it will be… we are working on the comprehensive plan now, and maybe we need to look at this closely, and make sure this is the best thing to do.” another thing to take into consideration is that a solar farm of this size will have the National Grid substation and wires working at near maximum capacity. “If we put this in, it may limit development, if the plastics place wants to expand and use more electric, or if we do get a housing development, we may already be at maximum for electric, and not be able to have it.”
There are benefits to the town, however. There would be a reduced electric rate for the town, as well as possible property tax income.
“Just bring questions to the Oct. 22 meeting,” said Morsheimer to the board. “We have to look at this carefully, and they will be here to answer all our questions.”
