YORK – Sheriff Thomas J. Dougherty reports the arrest of a Piffard, NY man after a citizen’s report of erratic driving. On October 24, 2018 at approximately 5:30 pm, Sheriff’s Deputies were dispatched to Main Street in the Town of York to check on a vehicle driving erratically. Deputy Michael Wade located the vehicle in question and initiated a traffic stop.
The driver of the vehicle was identified as 31 year old Joseph R. Dexter. The Deputy Sheriff suspected that Dexter was under the influence of drugs. Deputy Michael Phillips, who is assigned to the Sheriff’s Office STOP DWI Unit, responded to the scene to conduct a DWI/DWAI drug investigation which included standardized field sobriety tests. At the conclusion of the roadside investigation, Dexter was taken into custody for DWAI Drugs. Deputies also found that Dexter was in possession of concentrated cannabis wax.

Dexter was transported to the Sheriff’s Office Headquarters in Geneseo, where Geneseo Police Department Officer Ben Swanson, a Certified Drug Recognition Expert (DRE), conducted an evaluation on Dexter. It was the officer’s expert opinion that Dexter was under the influence of a narcotic analgesic and cannabis and could not operate a vehicle safely. Dexter was arrested and charged with Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the 7th Degree.
Dexter was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention.
Dexter was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Groveland Justice Jeanean Love. The Judge remanded Dexter to the custody of the Sheriff on $500 cash bail or $1,000 bond.
