LIVINGSTON COUNTY — One of Livingston County’s most notorious inmates will be back in a courtroom this January.
It’s not the long term prison sentences that make Jeff Lowery, 56, one of Livingston County’s most notorious inmates. It’s what he did the second time that make him terrifying.
Lowery’s first sentence, in 1977, was for a violent rape of a young woman in Geneseo in which he served approximately 12 years at Attica State Prison and was then paroled in 1985. Less than a year after his release, he found himself back in a Livingston County Jail where he then busted out. The daring escape was one for the movies. In the process, he nearly killed a Livingston County Jail Deputy and used another inmate’s body as a ramp across the barbed wire fence so he could flee. Lowery then returned to the jail, searching out more trouble, where he was then re-apprehended and would eventually serve approximately 23 years at Clinton Correctional Facility.
Lowery is currently being held at Monroe County Jail for charges of failing to fulfill his Sex Offender Registration Act (SORA) requirements from his 1977 case and is heading for trial in Livingston County. He is a level 3 sex offender, and one of his requirements is to update his current address every 3 months. As a level 3 sex offender, New York State has deemed him a “high risk of repeat offense and a threat to public safety.”
Lowery has pled ‘not guilty’ to the allegations of violating his SORA requirements.
