LIVONIA – Lakeville residents are asking questions about the status of a maximum-risk sex offender seen often on Big Tree Road over the past few weeks.
The sex offender, Terri Havens, 49, is convicted of Sodomy in the First Degree he committed against a five-year-old in Livingston County in 2003.
The New York State Department of Corrections and Community Supervision says that he was considered a ‘non-stranger’ to the victim.
He spent 13 years in Fishkill Correctional Facility for his conviction.
He is a level 3 sex offender, considered at maximum risk to re-offend and with the strictest terms of the sex offender registry.
He does live at an address on Big Tree Road and is often seen with heavy facial piercings, a big black coat and a pointed, and back-length black hat.
Havens is no longer on parole, but the Livingston County Sheriff’s Office strictly monitors him. He is required to register information with law enforcement including changes of address, social media profiles, and employment. He is required to have a new photograph taken every year, which is registered with the New York State Division of Criminal Justice Services.
