LIVINGSTON COUNTY — Livingston County’s most notorious inmate, Jeffrey Lowery, 56, has been found guilty of failure register or verify as a sex offender.
Lowery was charged with failing to update his address every 90 days, one of the legal requirements for a level 3 sex offender.
Lowery showed no emotion as the jury verdict was read.
Lowery, has spent more then 20 years behind bars for after viciously raping a 20-year-old female in 1977 as well as committing a daring escape in which he nearly killed a jail deputy.
During closing arguments Livingston County District Attorney Greg McCaffrey argued that regardless of Lowery’s claims the requirements were violated.
“The law is crystal clear,” stated McCaffrey. “if you are a level three sex offender you must personally verify your address with local law enforcement every 90 days.”
McCaffrey credited Livingston County Investigator Dan Rittenhouse with the discovery of his failure to check in with the Sheriff’s Office.
Lowery’s Defense Attorney Larry Kasperek argued that Lowery was instructed by the Sheriff’s Office not to go near the jail and because he wore a GPS device on his ankle he was fulfilling his obligation.
Lowery is scheduled for sentencing for April 3rd Judge Dennis Cohen has the option to sentence him up to life in prison for being a persistent felony offender.
