AVON: Sheriff Thomas J. Dougherty reports the arrest of Livonia, NY woman on DWI and drug related charges after an investigation by the Sheriff’s Office. On September 13, 2018 at approximately 6:55 pm Sheriff’s Deputies and EMS Personnel were dispatched to a parking lot on Lakeville Road in the Town of Avon to check on a female that appeared to be slumped over the steering wheel in a vehicle.
Deputy Michael Phillips was the first to arrive on scene and began providing medical assistance to the female. The Deputy Sheriff along with other arriving EMS Personnel were able to get the female to regain consciousness and she was transported to the hospital for medical treatment.
The female was the sole occupant of the vehicle and was identified as 23 year old Morgan R. Terwilliger. Sheriff’s Deputies also located bags of heroin, smoking devices, and an open container of alcohol in the vehicle during the course of the investigation. Deputy Phillips responded to the hospital to conduct a DWI investigation that included obtaining a blood sample from Terwilliger. The blood sample was sent to the lab for testing.
After the results of the blood sample were returned, Terwilliger was arrested and charged with Driving While Intoxicated with a BAC greater than .08%, Driving While Ability Impaired by Drugs, Driving While Ability Impaired by a Combination of Drugs and Alcohol, and Criminal Possession of a Controlled Substance in the 7th Degree. Terwilliger was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention.
Terwilliger was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Village of Avon Justice Joseph Temperato. The Judge releasedTerwilliger on her own recognizance. Investigator Gene Chichester and Deputy Jason Butterbrodt also assisted with the investigation.
