INTERSTATE 390: Sheriff Thomas J. Dougherty reports the arrest of a Wellsboro, PA resident on felony drug related charges after a traffic stop. On April 29, 2019 Deputy Jerry Pilkenton was assigned to the Sheriff’s Office Operation Safe Interstate initiative when he stopped a vehicle on Interstate 390 for a violation of the NYS Vehicle and Traffic Law.
During the course of the traffic stop, the Deputy Sheriff suspected that the occupants of the vehicle were involved with drug activity. The Deputy Sheriff subsequently conducted a drug investigation. As a result of the roadside investigation, a passenger in the vehicle 20 year old Kristian J. Spencer was found to be in possession of over two hundred (200) vials of concentrated cannabis to which he stated he had purchased for $2,000 in the city of Rochester.
Spencer was arrested and charged with felony Criminal Possession of a Controlled Substance in the 4th Degree and felony Criminal Possession of a Controlled Substance in the 5th Degree (intent to sell). Spencer was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention. The District Attorney’s Office was contacted in regards to bail due to the felony level charge. It was recommended that Spencer be held on $750 cash bail or $1,500 bond.
Spencer was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Groveland Justice Jeanean Love. The Judge remanded Spencer to the custody of the Sheriff on the recommended bail of $750 cash or
Deputy Matthew Thomas assisted with the traffic stop.
