LIVONIA: Sheriff Thomas J. Dougherty reports the arrest of a Lakeville resident on felony charges after a joint investigation with the FBI’s Child Exploitation Task Force.

It is alleged that 20 year old Ryan P. Horan shared images of child pornography with an FBI agent during an undercover operation. Livingston County Sheriff’s Investigators and FBI agents executed a search warrant on Horan’s electronic devices and found numerous images of child pornography.
On January 9, 2019 Sheriff’s Investigator Brad Schneider of the Criminal Investigations Division arrested and charged Horan with the felony of Possessing a Sexual Performance by a Child and felony Promoting a Sexual Performance by a Child.
Horan was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention. The District Attorney’s Office was contacted in regards to bail due to the felony level charges and they recommended the Judge hold Horan on $7,500 cash or $15,000 bond.
Horan was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Avon Justice Jeannie Michalski. The Judge remanded Horan to the custody of the Sheriff on the recommended bail of $7,500 cash or $15,000 bond.
