INTERSTATE 390: Sheriff Thomas J. Dougherty reports the arrest of two Rochester residents on felony charges after a traffic stop.
On March 28, 2019 at approximately 12:01 am, Deputy Shawn Whitford was assigned to the Sheriff’s Office Operation Safe Interstate initiative when he stopped a vehicle after observing a violation of the NYS Vehicle and Traffic Law that occurred on Interstate 390.

The Deputy Sheriff identified the driver of the vehicle as 20 year old Trevell U. Parris and a passenger in the vehicle as 19 year old Tieaysha M. Duval, both of Rochester NY. During the course of the traffic stop, the Deputy Sheriff smelled the odor of marijuana emanating from
inside the vehicle. Further investigation revealed that both Parris and Duval were in possession of marijuana. A records check also revealed that Parris was operating the vehicle without a driver’s license and was also on probation for a prior assault charge. A further records check showed that Parris and Duval both had active court issued orders of protection against each other. The orders of protections were issued form the City of Rochester Court and both Parris and Duval were directed to not have any contact with each other.
Parris was arrested and charged with felony Criminal Contempt in the 1st Degree, Unlicensed Operation of a Motor Vehicle, and Unlawful Possession of Marijuana. Duval was arrested and charged with felony Criminal Contempt in the 1st Degree and Unlawful Possession of Marijuana. The Criminal Contempt charged against Parris and Duval were felonies as both had prior convictions for Criminal Contempt within the previous five years.
Parris and Duval were turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention. The District Attorney’s Office was contacted in regards to bail due to the felony level charges. It was recommended that both Parris and
Duval be held on $1,500 cash bail or $3,000 bond. Parris and Duval were later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Village of Geneseo Justice Tom Bushnell. The Judge released both Parris and Duval on their own recognizance.
