-Sheriff Thomas J. Dougherty reports the arrest of an Avon NY resident on multiple felony charges after an investigation by the Sheriff’s Office.
On February 17, 2021 at approximately 1:15 pm, Sheriff’s Deputies responded to a residence on Dansville-Mount Morris Road for the report of a domestic incident that occurred at about 10:30 pm the evening before.
The investigation alleges that 30 year old Jesse M. Webb came to the residence and got into a physical altercation with a female resident, which included grabbing the female by the throat and throwing her to the ground. It is alleged that Webb also kicked the female, strangled her causing loss of consciousness and broke a door inside the residence. It is further alleged that Webb has a current court issued order of protection in place against him requiring him to stay away from the female victim and her residence.
Webb was not at the victim’s residence upon arrival of Sheriff’s Deputies, and was later located at his residence in Avon. He was arrested and charged with felony Criminal Contempt in the First Degree, felony Burglary in the Second Degree, felony Strangulation in the Second Degree, Criminal Mischief in the Fourth Degree and Harassment in the Second Degree.
Webb was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention as the offenses did qualify for pre-arraignment detention under the NYS Justice Reform Act. The District Attorney’s Office was contacted in regards to bail due to the felony level charges. It was recommended that Webb be held on $5,000 cash bail or $10,000 bond.
Webb was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of West Sparta Justice Sue Mahany. The Judge did remand Webb to the custody of the Sheriff on the recommended $5,000 cash bail or $10,000 bond.
The incident was handled by members of the Criminal Investigations Division, Patrol Division and Forensic Identification Unit under the command leadership of Sheriff’s Investigator Connor Sanford. The Avon Police Department also assisted.
