MOUNT MORRIS – A Mount Morris man was arrested on Monday for having an email address and a Facebook account as a registered sex offender without notifying law enforcement or the New York State Sex Offender Registry.
According to a press release from Sheriff Thomas Dougherty, William Bertch, 43, was charged with felony Failure to Register and to Verify as a Registered Sex Offender.
“New York State Sex Offenders must register any and all of their internet accounts, internet identifiers, and screen names within 10 days of creating said accounts or identifiers,” said Sheriff Dougherty in the press release. “Bertch did have the Facebook account under a name similar to his but spelled differently to possibly avoid detection.”
Bertch was also arrested and convicted of this same charge in March of 2015.
According to the NYS Department of Criminal Justice Services, Bertch was sentenced to 18 months to 3 years in 2003 for a felony Rape in the Third Degree he committed against a 16-year-old girl.
According to the NYS Department of Corrections and Community Supervision, he also served over a year at Sing Sing correctional facility starting in 1999 for a felony Burglary in the Third Degree he committed in Wayne County.
Bertch was arraigned in the Village of Geneseo and remanded to the Livingston County Jail without bail based on these prior felony convictions.
Sheriff’s Investigator Daniel Rittenhouse of the Criminal Investigation Division handled the investigation and arrest.
