CONESUS: Sheriff Thomas J. Dougherty reports the arrest of a Conesus man on felony charges after an investigation into a violation of the NYS Sex Offender Registry Act.
On May 23rd, 2019 Sheriff’s Investigator Dan Rittenhouse arrested and charged 35 year old Kurt W. Lohrmann with Failure to Register and Verify, a class E felony. Section 168F(b-3) of the NYS Corrections Law states that “if the sex offender has been given a level one or level two designation, he or she shall personally appear at the law enforcement agency having jurisdiction within twenty days of the third anniversary of the sex offender’s initial registration and every three years thereafter during the period of registration for the purpose of providing a current photograph of such offender”.
It is alleged that Lohrmann, who is a level one registered sex offender, failed to report to the Sheriff’s Office and provide a current photograph as required by statue. Lohrmann was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention. The District Attorney’s Office was contacted in regards to bail due to the felony level charge. It was recommended that Lohrmann be held on $500 cash bail or $1,000 bond.
Lohrmann was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Mount Morris Judge Robert Ossant. The Judge remanded Lohrmann to the custody of the Sheriff on $250 cash bail or $500 bond.
