Action is about to begin that will address contamination related to the Former Silver Cleaners site (“site”) located at 245 Andrews Street, Rochester, Monroe County under New York’s State Superfund Program. Please see the map for the site location. The cleanup activities will be performed by the New York State Department of Environmental Conservation (NYSDEC). Remedial activities are expected to begin in June 2022, and last about two years.
Phase one (Building Demolition) will take place during the summer of 2022. Phase two (Excavation) will take place during the summer of 2023. Remedial activities are being planned to coincide with summer vacation of the adjacent school. The estimated cost to implement the remedy is $3,310,000. The site is listed as a Class “2” site in the State Registry of Inactive Hazardous Waste Sites (list of State Superfund sites). A Class 2 site represents a significant threat to public health or the environment; action is required.

Highlights of the Upcoming Cleanup Activities: The goal of the cleanup action
for the site is to achieve cleanup levels that protect public health and the
environment. The key components of the remedy are:
• Demolition of the former facility buildings and associated
appurtenances;
• Excavation and off-site disposal of contaminated on-site soils;
• Treatment of contaminated groundwater and soil through injection of
chemical oxidants into the groundwater;
• Implementation of a Site Management Plan (SMP) for long term
monitoring of the site, and
• Recording of an institutional control in the form of an environmental
easement for the controlled property.

STATE SUPERFUND PROGRAM
A site-specific health and safety plan (HASP) and a Community Air Monitoring Plan (CAMP) will be implemented during remediation activities. The HASP and CAMP establish procedures to protect on-site workers and residents and includes required air monitoring as well as dust and odor suppression measures.
Next Steps: After cleanup activities are completed, NYSDEC will prepare a Final Engineering Report (FER). The FER will
describe the cleanup activities completed and certify that cleanup requirements have been achieved or will be achieved.
NYSDEC will keep the public informed throughout the cleanup of the site. Site Description: The site is comprised of three contiguous
parcels totaling 0.30-acres located at the corner of Andrews Street and North Clinton Avenue. The addresses for the three
contiguous parcels are 245 Andrews Street, 151 and 159-169 Pleasant Street in the downtown part of the City of Rochester,
Monroe County. The surrounding area is a mix of commercial and residential with the nearest residential property located
directly across the street from the site. The property was utilized as a dry cleaner from 1949 to 2011. The 159-169 Pleasant Street parcel was utilized as a gas station from 1935 to 1955.
